Does NTSC mean the same as Region 1?
 
 
No. NTSC (National Television Systems Committee) is the video format used to record the disc. The video format can either be NTSC or PAL (Phase Alternation Line) and is independent of region code. We will ignore SECAM (System Electronique Couleur Avec Memoire) the french video format for now.

A disc can be recorded in any region with either format, so Region 2 discs can be recorded in PAL or NTSC and Region 1 discs similarly adaptable. Some DVD's have no region coding at all (mostly adult/anime) and can be recorded in either video format and can be played on any NTSC/PAL compatible player regardless of video format.
